Jefferson Parish Selected for $28.9M for Elevation/Resilience Grants

Jefferson Parish has received notice of selection through the Federal Emergency Management Agency’s (FEMA) Flood Mitigation Assistance program for four (4) project applications with 36 reconstruction properties and 115 elevation properties that meet FEMA’s priorities described below.

This total of $28.9M is the largest federal share to a single jurisdiction in this 2016 funding cycle. In addition to elevation and reconstruction components at each identified location, Jefferson Parish has included climate resilience mitigation measures such as rain barrels, pervious pavement, and bio-swales into the applications in an effort to assist with erosion control and water retention.

For Fiscal Year 2016, $199M was made available for Flood Mitigation Assistance Grants with an application period from March 15 – June 15, 2016. Projects are selected on a competitive basis with FEMA placing priority on projects that mitigate the following National Flood Insurance Program (NFIP) insured properties:

  1. Severe Repetitive Loss Properties (Structures having two or more NFIP building claim payments that cumulatively exceed the market value of the insured structure).
  2. Repetitive Loss Properties (Structures having incurred NFIP claim payment on 2 occasions, in which 25% of the market value of the insured structure was exceeded at the time of the event).
  3. Severe Repetitive Loss Properties (Structures having four or more separate NFIP claim payments with each exceeding $5,000).
  4. Mitigation of the largest number of NFIP-insured properties.

Jefferson Parish Department of Floodplain Management and Hazard Mitigation will continue to work with the Governor’s Office of Homeland Security and Preparedness (GOHSEP) and the Federal Emergency Management Agency (FEMA) to finalize the grant awards and execute these approved properties to assist with long term community preparedness and resilience to flood hazards.
